We are now reinforced with the

strong support of the Overseas Defence

Committee for the plan of completing the

Aberdeen Scheme before going on with the Shing Mun

Scheme.

There is a telegram on 52819

(No.48) which has not yet been dealt with

were

as the papers with the O.D.C. We cannot do very much until we have received the full

report of the Engineers promised in No.38 on

52819 and which it appears from No.48 was

still incomplete at the beginning of December.

We should, however, let the Crow Agents have

a copy of No.48.

? distribute the 0.D.C. memorandum

as above Secret lf. and send copy of No.48 on

52819 to the Crown Agents, saying that the

Engineers' Report has not yet been received

and in the absence of it it has not yet been

}

possible to arrive at a final decision.
